90 Dogs Rescued From ‘Deplorable Conditions’ in Citrus County

A major collaborative effort between the Citrus County Sheriff’s Office (CCSO) Animal Control Officers and Citrus County Animal Services has resulted in the rescue of 90 dogs from a Hernando home. Describing the living conditions as “deplorable” and “severe,” Animal Control Officers (ACO) were alerted to the situation following a routine check of the property.

The homeowner, 79-year-old Elouise Leland, has been under investigation by ACO for over 12 years as both a breeder and animal owner. In 2013, Leland was issued several civil citations related to the inhumane conditions of animals in her care, including livestock such as pigs, goats, chickens, and ducks, as well as dogs and cats kept in inadequate pens without access to basic needs such as water, shelter, and proper medical care. Leland ultimately surrendered all livestock following ACO intervention.

During a recent check last week, ACO officers noted several dogs in poor health and living conditions, prompting Leland to be given notice to correct the issues. However, upon a return visit on Thursday morning, officers discovered a deceased dog in one of the outdoor enclosures, and conditions had worsened significantly. In response, a coordinated rescue operation was immediately launched to remove the animals and provide emergency care.

The rescue operation also saw the involvement of the American Society for the Prevention of Cruelty to Animals (ASPCA), which provided essential support in terms of medical evaluations, food, and shelter for the dogs. Forensic veterinarians with the ASPCA are conducting intake exams to assess the health conditions of the animals, which will be critical for building a case against Leland.

Due to the strain on available resources, Citrus County Animal Services is urgently seeking foster homes and potential adopters to assist with the overflow of animals currently housed at the shelter. Animals involved in this particular case are not available for adoption or fostering at this time.

Elouise Leland was arrested on one felony count and five misdemeanor counts of animal cruelty. Additional charges may be filed pending the results of the forensic exams. The investigation is ongoing.
